In 1896 he was commander-in-chief of the Western Mediterranean and Levantine Squadron at Toulon’s military port . Diplomate, he is attached to the Empress of Russia during the visit to France of Tsar Nicholas II of Russia , in Paris, in October 1896. Knight of the Legion of Honor since 1860, he is raised to the dignity of Grand Cross of the Order August 8, 19013. He is the head of the French delegation in London , at the coronation of the King of England, Edward VII of the United Kingdom the August 9, 1902.
